Effective January 1, 2014, DHS will license certain home and community-based services provided to people with disabilities and those ages 65 and older. Most of the services are funded under one of Minnesota’s Medicaid waiver programs. The HCBS standards under Minnesota Statutes, Chapter 245D, were passed by the 2013 Minnesota Legislature. This was part of a larger HCBS Waiver Provider Standards initiative to improve the dignity, health, and independence of the people we serve.
All PCA employees are required to complete Minnesota Department of Human Services (DHS) Individualized PCA Training as mandated by the legislature on January 1st, 2010. The online training course is now available and is free of charge. To register for training you must have a valid email address where you will receive your training certificate. The training will take approximately 30-45 minutes. For any new hire, the training must be completed before they begin working. The certificate is valid for all PCA providers that PCAs are employed by. "Home health" refers to medical services provided at the patient’s residence. The residence can be a private home or assisted living facility. The home health services typically include skilled nursing, physical therapy, occupational therapy, medical social work and in-home aide. Home health may also include medical equipment and supplies.
